Across ASEAN, public assets remain largely uninsured despite rising disaster and climate risk, leaving countries exposed to fiscal shocks and disruption to essential services.
SEADRIF is developing the Sovereign Asset and Fiscal Empowerment (SAFE) initiative to embed disaster and climate insurance into development partner–financed projects, while extending multi-year protection to existing critical assets.
We are seeking a SAFE Lead to take this work from design through to implementation.
Role Summary
The SAFE Lead is SEADRIF’s principal technical lead accountable for the design, development, and delivery of the Sovereign Asset and Fiscal Empowerment initiative. This role requires end-to-end program leadership, from technical architecture through to implementation, with the technical depth to ensure the quality, coherence, and analytical soundness of all SAFE outputs.
The SAFE Lead drives the initiative forward across all workstreams— including risk modelling, data and analytics, insurance product architecture, financial structuring, market engagement, and governance— and is responsible for the quality, coherence, and pace of delivery. This includes quality assurance of all work produced by external consultants and partners under the SAFE Task Force.
The SAFE Lead will work under the SEADRIF Head of Product, in close coordination with the CEO and the Task Force co-chairs, overseeing external experts as appropriate (e.g., brokers, actuarial firms, legal specialists), to translate SAFE’s vision and strategic intent into technically robust, implementable products and systems. The role will be supported by a Program Management lead for the SAFE Task Force, responsible for process management, logistics, and partner coordination.
The role requires deep expertise in disaster/climate insurance, analytics, sovereign risk finance, or financial structuring, combined with the judgement and drive to lead complex, multi-disciplinary technical work and deliver results in a lean, fast-moving environment.
