In its Annual Report 2025, Protecting What Matters: Scaling Disaster and Climate Risk Insurance Across Southeast Asia, SEADRIF examines what it takes for development insurance to work at scale, moving beyond individual policies towards systems that can provide governments and communities with pre-arranged financing before disasters strike.
We invite all stakeholders to explore this report to gain insights into our journey so far and identify opportunities for collaboration in strengthening the risk financing ecosystem in Southeast Asia.
Launched, with the Government of Lao PDR, #PEOPLE, a world-first impact trigger that uses the number of people affected by disasters, as reported through the government's established disaster management system.
Renewed sovereign protection for Lao PDR, providing up to US$16 million in multi-peril coverage. In September 2025, SEADRIF paid US$2 million within six days of receiving government impact data after cumulative disaster impacts triggered the policy. Since 2023, SEADRIF has disbursed US$6.5 million across three payout events to Lao PDR.
Advanced two regional initiatives to strengthen disaster and climate risk financing with members and partners.
Strengthened regional capacity, engaging more than 500 officials across ASEAN through workshops, seminars and training programmes on disaster risk financing.
Signed a landmark €4.7 million grant agreement with the Global Shield Solutions Platform alongside ARC Ltd., CCRIF SPC and PCRIC to advance collaboration.
