SEADRIF is pleased to share the publication of a case study on the new innovative parametric insurance solution as part of the Insurance Development Forum (IDF) Parametric Insurance Case Studies series, which highlights pioneering approaches to climate and disaster risk financing.
The case study — “An Unconventional Solution to Sovereign Parametric Flood Insurance in Data-Scarce Environments: Lessons from Laos” — showcases how SEADRIF in collaboration with the Government of Lao PDR, and partners, has evolved its approach to offer a multi-peril, impact-based insurance policy.
Using official disaster impact data from the LAO PDR National Disaster Management Office (NDMO), SEADRIF’s new policy ensures payouts align with real-world impacts across Lao PDR. Its effectiveness was demonstrated in September 2025, when SEADRIF made a USD 2 million payout following multiple medium-sized disasters — disbursed just six days after NDMO’s final impact report.
This innovative structure reflects SEADRIF’s broader strategy to bring parametric insurance products closer to the needs of public sector
clients in the region. We hope to offer customized parametric insurance to other member countries as well, continuing to deliver solutions that strengthen disaster response capacity and resilience across Southeast Asia.
