SEADRIF Delivers US$1.14 million in Payouts to Lao PDR Government and WFP in Five Business Days Following Heavy Rainfall and Widespread Flooding

The same government-reported disaster impact data has triggered complementary payouts to the Government of Lao PDR and WFP, demonstrating how the #PEOPLE trigger responds to cumulative disaster impacts through a single national reporting system.

Lao PDR, 1 September 2026 — The SEADRIF Insurance Company has made payouts totaling US$1,137,500 to the Government of Lao PDR and the United Nations World Food Programme (WFP), following reports that, cumulatively, over 260,000 people have been affected by heavy rainfall and widespread flooding across Lao PDR, driven by prolonged southwest monsoon conditions and active low-pressure systems.

SEADRIF renewed its sovereign policy with the Government of Lao PDR in 2025, introducing the #PEOPLE government-reported impact trigger. WFP adopted the same trigger structure in a policy with SEADRIF in 2026, creating the first fully aligned government and humanitarian insurance arrangement of its kind in ASEAN.

The official impact data of the number of people affected, reported by the Lao PDR National Disaster Management Office (NDMO), surpassed the 200,000-person mark. This triggered a first payout threshold under both SEADRIF policies, allowing the same national disaster reporting system to activate financing for both the Government of Lao PDR’s emergency response and WFP’s humanitarian assistance.

Following verification by Gallagher Re, the calculation agent, SEADRIF paid out:

    • US$1 million to the Government of Lao PDR, under its US$8 million annual coverage; and
    • US$137,500 to WFP, under its US$1.1 million policy.

The Government of Lao PDR’s two-year sovereign policy provides up to US$16 million in multi-peril protection. It introduced #PEOPLE, a world-first government-reported impact trigger. The World Bank is closely supporting the Ministry of Finance Lao PDR in the end-to-end setup of the policy, from premium financing arrangements through the Risk Finance Umbrella and Global Shield Financing Facility Multi-Donor Trust Funds, to contingency planning and the effective management and deployment of payouts.

Under #PEOPLE, payouts are activated when the annual official number of people affected by disasters as reported by the NDMO crosses pre-agreed thresholds. In 2025, the policy delivered a US$2 million payout following the cumulative impacts of Tropical Cyclones Wutip and Wipha, flooding and monsoon rains.

WFP’s policy mirrors the sovereign policy’s impact-based structure, providing up to US$1.1 million in protection. Payouts finance WFP’s response operations and are deployed in coordination with the government through a jointly agreed response plan.

Together, both policies highlight how an established national disaster reporting system can support different layers of pre-arranged finance, helping government and humanitarian partners respond through complementary channels.

SEADRIF will continue to monitor the cumulative impact of flooding and heavy rainfall across Lao PDR and stands ready to respond should further official NDMO data cross additional trigger thresholds.
